Is there supposed to be rubber isolators on the suspension coil springs or do the coils rest metal to metal on the buckets?

I was under my Jeep over the weekend and noticed the driver side axle bushing it either working it’s way out OR someone before me replaced it and didn’t install it all the way. Should I try to press it back in or leave it?

i got around to checking my toe-in today And yes it was out. Upon adjusting the toe I noticed my upper driver side axle controll arm bushing was popping out or it might of been replaced and not put in all the way, is this bad? I’m guessing it is. Should I try to push it back in? Any thoughts...
