30RH torque convertor refuses to lock up

That's roughly a 30" tire and probably not worth regearing the axles to unless the cost of regearing (roughly $1500) is a non-issue for you. Regearing from 3.73 to 4.10 would make a nice upward bump in performance and stop the lugging.
Just out of curiosity, if I get a new PCM from Wranglerfix, are they able to adjust shifting RPMS to solve performance/lugging issues? thanks, Dave

No its shift points cannot be changed. If it's shifting at lower than optimal rpms that's a good sign the axles need to be regeared to a lower ratio.
 
According to @davecarlson98 profile he has a 2005. OP has a 97.
Thanks for the clarification DaYooper....I actually have a 2006.....Maybe I should have started my own page to save confusion. When I went to check voltage at the TCC solenoid as suggested by Jerry, couldn't find it....I think my transmission is 42RLE has only input/output speed and transmission range electrical connections. Should I start a different page?

The TCC solenoid and its wiring I was talking about with the OP isn't the same or nearly as simple on your 42RLE.
