Another Rubicon Fender Flare Question

I know this has been beaten to death, but I can't find an answer to something similar to what I have. I am wanting to paint my fender flares on my 2004 Rubicon. I have already bought the SEM Landau Black and SEM Low Luster clear coat. My issue is, my two front flares look pretty good. My back two not so much. The left, rear flare has something on it that looks like peeling clear coat. I'm definitely painting the back two, but should I go ahead and paint the front ones too? My thought is to make them all look the same, unless there is a reason not to? Also, I need suggestions for the prep work before painting. I know gray scotch brite pads but I wasn't sure that would be enough for the flares with the peeling clear coat?

I'd planned to paint mine (05 Rubi) with SEM 39143 Trim Black (still in Amazon cart from months ago) but my own thinking as a dedicated trail rig is that time and cost of paint wouldn't be worthwhile for longevity. Since OEM flares were just unpainted plastic, seems better instead to slowly remove accumulated minor scratches and oxidation with super fine wet/dry sandpaper. I have several packs on hand down to super fine grade and will give that a go before attempting painting. Curious what others here have done with lasting success.

There's another thread where someone used the Landau Black, and it looked really good. Just like new. That is why I am considering painting mine. I just don't like the looks of the rear ones with the peeling.

Easy to make things "look good" with a rattle can but how long does that method hold up to UV and trail rash exposure?
