Guy my dad worked with years back had this problem. No amount of talking to the neighbor involved did any good. So...
He comes home from work and sees the dog doing its business in his lawn yet again. He went and got a shovel, scooped it up, and went over to the neighbor's and knocked on the door. When the door opened, he threw the crap into the house and said, "Now keep your goddamned dog outta my yard." It NEVER happened again...
I'll always LOVE this. If I was to ever build a custom home I'd try this.
