ASD fuse keeps blowing

I have not been able to get my 2006 wrangler manual 6 cylinder to start for almost 3 months now. It is my daily driver and I'm going and seeing trying to find out why it won't start. I've got it narrowed down to the ASD circuit. When I try to start it as normal with the fuse and relay in, the ASD fuse immediately pops. but if I remove the ASD relay and then try to start it the fuse does not pop but obviously it won't crank over. Also, I am not getting a ground on pin 5 in the data link connector (OBD). I'm also not getting a ground In the ASD relay to activate it. I have taken apart the entire wire harness but I have not found any cut or frayed wires. I'm at a loss and have run out of ideas. I'm really hoping that someone in this forum can help get my Jeep up and running again.

Just to rule out the obvious first, have you tried replacing the relay to see what happens?

Which fuse blows #12 or 9?
This will determine if it’s in the relay power or in the fuel pump power circuit.
If it’s on #9 then I agree with Chris to check the relay, but I would also check the terminals the relay plugs into on the PDC.

From your other post, if the fuse doesn't blow with c3 disconnected and only blows with c3 connected, it's obvious that the short is located at where c3 is connected to, which is the PCM. It's easy to verify if there's a short in the PCM by checking continuity of the associated pins on the PCM to ground with a multimeter.

But since this fuse wasn't popping immediately after you swapped in the new PCM, means that this is a new development and not likely to be the cause of your not starting issue. Control of the ASD relay (ASD relay clicking issue) is on a different circuit with different fuse.
