Blower motor only sometimes works

Alright so I have this issue where my blower motor only works on high however every once in a while all of the speed settings will work. I have a new blower motor and a new resistor. What else can I check? To clarify the blower always WORKS however it’s usually only on high.
 
Pull the switch panel also. Mine was doing the exact same thing and it was a melted fan switch. I ordered a non ac panel and took the switch and swapped it.

Mine was doing the exact same thing and it was a melted fan switch. I ordered a non ac panel and took the switch and swapped it.
That fan switch didn't melt on its own, you need to replace the fan motor too to prevent it from happening again. The fan motor's windings are made with bare copper wiring coated with shellac for insulation. The shellac eventually breaks down allowing the windings to start shorting together which causes the fan motor to start drawing excessive current. That starts taking out things like the insulation on the wiring, resistor pack, and fan speed switch.
