The 12v outlet has stopped working in my 1999 TJ Sahara. The 40A fuse in slot 5 of the PDC is intact, but the 20A fuse in slot 19 behind the glove box was popped. When I placed the fuse it immediately popped again. I haven;t removed the dash to check the socket et, and I'm wondering what the correct replacement socket might be. Or if I should look anywhere else in the circuit for the problem. I'm also having a problem finding a replacement for the 12v socket, if anyone has done this before help would be appreciated. I can find replacement sockets for 2000+ TJs, but not for a 1999 or lower.

I would disconnect the wiring from the back of the socket first and verify that it is the problem. You can pull the ash tray and 12V socket without taking the dash apart. Then if you've identified that it is the socket I'd next ask do you use it? And if so for what? If for phone charging and the like I'd suggest replacing it with a 2 or 3 slot USB type plug. Similar to this.

I wouldn't put in a USB plug. Put in a cigar lighter socket and then just use a removeable USB adapter when you need it. In this way you can still pop in your cool skull lighter to impress your date and even light her cigar.
It sounds stupid, but I've brought this up and fixed people's issues many times. Is there anything, anything at all inside the cigar lighter? Anything metallic in there will act as a short to ground (which is what you have).
This was a common issue when I worked at a dealership. Find a penny or dime down inside..
I've been there. Kept blowing a fuse on a 2014 VW car I had. Turns out I'm dumb as fuck and using a cigarette lighter as a holder for screws during a subwoofer install isn't a good idea.
