Brake line attachment to frame

Does the bracket on the brake hose bolt to the frame or is there supposed to be a thin little metal tab in between?

Do you have a lift? I would say someone put a little extension to compensate, here is the stock mounting.

Previous owner installed the thin piece of steel after installing a suspension lift to lower the brake line connection to allow for suspension movement.

Thanks! I figured that was exactly the case. I'm about to install longer YJ brake hoses with my black magic calipers and pads so the little tabs won't be necessary.
