I have read reports that in the days prior some of the refrigerated containers kept popping breakers causing all power to be lost. They had people working on that but maybe not fully resolved.

Where did you read that? Reefer ships are very specific with very specialized power systems to handle that type of circuit load. That ship looks like a standard container ship, and non of the containers I see on top are reefer containers.
 
I was reading that they also have to switch fuel types at least on the generators when they enter US waters due to the EPA. Instead of heavy diesel oil they have to run marine diesel oil which is more expensive which can cause issues.

That has been the case for probably 20 years now. Container ships run on heavy crude or heavy fuel oil when out on the open ocean and the engines make far more power and burn less on that fuel. When they come to port, they run on standard diesel for EPA reasons.

Love to support the local businesses that are doing all they can to help, been to this place many times in the past. Unfortunately the bridge gave me good access, will still have to go just a longer drive now.

Why wouldn't the most important recording device on the ship run under battery backup? The entire bridge should have battery backup for critical systems so nothing reboots in a power failure.

If the black box goes black on power outages, don't let the ship in US waters. It sorts itself out quickly from there.

Like I said, the bridge should not lose power in a 2 minute generator outage. Major data like engine speed, rudder position, forward speed, gps location, etc, should be on the same backup power supply. Otherwise, what' the point of the black box?

Minneapolis is pretty liberal and not near as important as there are other bridges, they got it done.
