Changed my starter, doesn't start or even push start

2001 TJ, manual transmission, 4.0L. I changed my starter because my jeep wasn't starting and it still will not start or even crank. I tried to push/bump start it and it doesn't start like that either. My battery is at high enough voltage to start and for some reason my fuel tank shows as empty. I need some input.

Sounds like you should’ve checked your ignition switch first.

Check battery cables and make sure they are tight and free of corrosion

Find the starter relay and check for voltage there. Try jumping the relay to see if the starter cranks. If it does your issues is with ignition not the starter.
Check clutch interlock.
Check ignition.
Check grounds.

Maybe someone can post the ignition wiring diagram for your year. If you are not very familiar with it.

Are you talking about the strap that attaches to a large bolt on the firewall and smaller bolt on the underside rear of the hood?
