Clutch switch

So I've noticed the switch was disconnected on my jeep. Seen the wire dangling. Anyone know where this connects to? Heard of people bypassing it to allow jeep to start without pushing clutch. Not sure if this could be the cause of my jeep not starting. What can I look for to see if it's been bypassed?

I believe it can be bypassed in the fuse box by moving the spare 20 amp fuse from slot 19 to slot 20 in the fuse box behind the glove box. This is in my 06 tj. This should allow it to start regardless of it being plugged in. My clutch interlock doesn't work any way due to a recall.
