Hello... I want cruise control so please don’t. Say that you don’t ever use it, I would. Anyways my steering wheel isn’t equipped for cruise control there’s no button cutouts. Is it easy and possible to make a few buttons on the dash for cruise control? Without needing the clockspring or messing with a steering wheel.

Those plastic bits pop out. If you bought factory steering wheel buttons they would pop in place.
To add... I use my cruise control all the time.
I also need to get a new clocksprimg so if getting a new steering wheel is a better idea I may go that route.
Yeah I’m wondering if it would be easier to just mount cruise control to the dash or what?

Adding cruise control to a TJ is very easy, especially if it's a later model (03-06) as they all came pre-wired for the cruise control, even if they weren't equipped with it from the factory. Took me all of 20 minutes to install factory cruise control on my 2005.
My steering wheel looked exactly like yours. the correct year switches will fit the wheel. Beyond the switches you need the correct clock spring and Y wiring harness. The trim over your air bag can be replaced but I could not find a source just for that so I bought a new air bag with the right trim that leaves the space for the switches. I have not looked at it very close yet but I am fairly confident that the original trim like yours could mostly likely have been trimmed back to fit the switches without having bought a replacement. I can check but I believe I only payed $35 for the air bag with correct color trim. I don't have the jeep here at the moment but I could take a look at the original air bag/trim tomorrow and see if my suspicion about being able to trim it is correct.
To answer your original question it would be more work to do dash mounted switches. installing switches themselves is not the issue. The factory cruise works by reducing a fixed voltage by using a resistor of the proper value to set each function. If your out of the range the computer is looking to read it will not work. You would be further ahead to just buy the correct switches and trim or go to a complete after market kit which most of the ones I looked at have the switches on a stalk off the steering column. The pictures are of a 1999-2002 cruise control button set internals, when you depress a button it completes the feed back to the computer reducing the voltage by the corresponding resistance. If I have read your question right, a normally open switch that just completes a circuit will not work with the factory computers programing to do the job you want.
