Cut/disconnected wires under dash

I found two pairs of wires under the dash of my 1997 TJ. One pair on driver side, one pair on passenger side. I tried hooking up a voltmeter and a speaker, but neither showed a signal. And the footwell lights have a separate connection. Does anybody know what these are for?

So your dash speakers are wired, and these aren't them?

I'm not sure, but it doesn't look OEM to me. Others will know better though.
 
Follow them back and see what the other end of them is connected too. On the passenger side, the glove box is removable without any tools. That may help you see where the wire on that side traces back to.

Gents - thanks to both of you for the quick replies. They appear to be OEM - on both sides of the dash these wire pairs split from a larger bundle and are wrapped in the same way as the bundle. I suspect they may have been the original speaker wires since the speakers now wire directly to an aftermarket stereo unit with non-OEM wires, but it's not clear (and they are way too short to reach the speakers).
