My friend and I built a TJ storage cover earlier this year. I can't take credit for the idea as it derived from this: http://theroadchoseme.com/jeep-tj-storage-box

I'm thrilled how it came out and it is the best $70 I have spent on my Jeep. Plywood, outdoor carpet and brackets were bought from Home Depot. We installed 2 nutserts into the tub to secure the top.

I recommend cutting cardboard as a template before beginning and tying into the existing rear set brackets for mounting. We used a hot glue gun and stapler to attach the carpet and finished it off with a cargo net on the top and molle pouches on the front wall for storage.

Let me know if you have any questions, happy to help
