My first Jeep, 2003 Sahara, dome light doesn’t come on when I open the doors, but it does come on after driving when I turn off the ignition, but before I open the door. Is that a fuse issue or something else?

I would guess a PO has pulled the fuse so they could take the doors off and keep the dome light off.

Fuse box is behind the glove box. I forget which fuse it is. But a simple google search will tell.

If that fuse is gone, replace it and your dome will work

Edit - I googled. It’s the #4 fuse

Don't rule out that a small headlamp strapped to the roll bar makes an even better interior light... I have a Milwaukee in mine and it runs 31 hours on the lowest setting.
