Dome light turns on when door is open but won't turn on with headlight switch

I have the stock dome light on my ‘97 tj. And it turns on when the door is open, but it wont turn on with the headlight switch. Like on my xj you turn it all the way left and it clicks and the dome light comes on. Mine clicks but the dome light stays off. Is this a bad switch? Or am I missing something here

Just to confirm- There is the first click, where the dash lights are at full brightness. Then there is the second click, which turns on the dome lights.

If that still doesn't do it, I think you'll need to replace the light switch stalk.

When you remove the light switch stalk purchased some plastic safe contact cleaner at Walmart; spray the contact cleaner into the switch mechanism and actuate multiple times. Reinstall the switch and test the switch operation.
The switch contacts get dirty or gummed up and need to be cleaned for them to work properly.
