Fuel gauge not working, PCM issue?

Fuel gauge isn't working, I replaced the pump with a bosch since I had one incase the original was bad while I dropped the tank, but the original and the bosch both tested good with an ohm test. I got the same reading on the connection to the PCM as the pump sending unit, C3 pin 33 "fuel level sensor signal".

The gauge test sweep functions correctly. The fuel gauge is the only one not working while running, it kinda randomly goes from E to F between startups.

I'm also getting like 11-12mpg/tank no matter how I drive when I used to get 15 or so which all started when the fuel gauge issue started, which was from the sending unit wires/pump power wire getting damaged, this also blew the pump fuse.

I soldered the wires back together and as said, ohm reading at the pump, before and after the wire splice, and pcm connection were consistent, should I throw a pcm at it? Of course being a manual rubicon it's the most expensive unit so I want to try to rule out anything else.
