Fuel issue

Guys, I hate to keep asking questions about my son's 91 YJ but this is the only forum I trust. It's a 4.0, he had a fuel leak at the supply line (I think thats the one. The smaller of the two). We dropped the tank, replaced all the lines and reinstalled tank.

Now all it does is crank. I can hear the pump kick on but could it still be bad? I have fuel coming from the valve at the fuel rail but its not forceful, just trickles out. There are no leaks any where. We lowered the tank again to check for pinched or kinked hoses and all looks good. Correct me if I'm wrong but the fuel line that runs from the fuel filter would be the smaller supply line that goes to the smaller elbow on the top of the tank and the bigger line is the return line right?

We quit for the night and hes all upset and I kind of feel like I let him down. Please help. Thanks
 
The bigger line is the supply line, runs to filter them to fuel rail. Small is return. Fuel should shoot out of the supply with force.
