Grille Sitting Higher Than Frame Cover

A few months ago I dropped off my 97 TJ in the shop to get the frame repaired due to rust. When I got the Jeep back, I noticed that the front grille was sitting higher than the frame cover and was told by the shop that the front mount had snapped and broke because of how badly rusted it was. They said they've fixed it but now all I see is the bottom of the grille sticking up past the frame cover. I moved the frame cover higher but still nothing. Any thoughts on this? Why is it doing this and how can I fix it?

Looks like it has a body lift mount.
Or it's the wrong one. Thinking they're not all the same size depending on its location.
Are the rubber snubbers touching the frame at the corners of the grill?
 
Looks like they 'fixed' it by possibly just welding on top for the mount to sit higher than stock position. Agree with getting a few pics to see what is actually happening there.
