Update:
My horn had randomly started working and was good for the last year but stopped again in time for me to fail inspection yesterday. When I put a bare wire into the plug at the clock spring and ground it the horn goes off. I took the steering wheel apart yesterday to check the contacts on the switch and when I saw the wire that I unplugged from the unit I decided to try to ground it there too as a means of checking the clock spring and got nothing. At this point I'm certain it's the clock spring, does everyone concur?
