Inner fender or outer assembly, need advice

Looking for ideas on fixing an issue from the PO (pictured). I found a set of red TJ fenders about an hour from me, I could pick those up and hammer the mount back straight enough, or I could get a set of inner fender offerings from someplace like metal cloak etc. Not looking for extra clearance or anything, just fixing what's screwed up. Right front btw. Thoughts/ideas?

I’d pick up the stock inner fenders.
