Is this a drop pitman arm?

A bit of history...I'm helping a buddy do a complete axle swap on a 1998 TJ Sport. He bought the Jeep from someone about 5-6 yrs ago and, to his knowledge, was never lifted or modified. And my buddy didn't do any mods to it since he's owned it. The control arm brackets on the front axle rusted dangerously through to the point it broke so he found a replacement set of axles (Dana 30/Dana 35) set with 4.10 gears. We put the front axle in yesterday, along with a free set of 4" lift coils.

Stepping back and looking, it appears to have a drop pitman arm that he didn't install. But the Jeep supposedly wasn't lifted. The new axles came with all the steering components attached, including this other pitman arm.

Why would a drop arm be used without a lift? I believe we should be swapping the pitman arms to get the drag link and track bar back to parallel. He is ordering an adjustable track bar this week.
