Is this rust able to be fixed?

How would I go about fixing this. Rusted in same spot on both sides. Passenger side is the worst, as pictured. Driver side not nearly as bad. New to this as well. Would it be worth fixing?

Yes. It's worth fixing if you want to keep it. The part you are looking at is a Torque Box. You'll need to know how to weld or at least know someone who does. Looks like your frame has already been repaired. Since you're in the Northeast as I am, you should look into using fluid film, surface shield or woolwax to undercoat your frame and tub. It will definitely help keep your Jeep alive in the winter salty weather.
