Issue installing a steering stabilizer

Installing a new rough country steering stabilizer on a 2006 jeep TJ. The new bolt that attaches the stabilizer to the tie rod has a tapered bolt. It will not go through the hole in the tie properly. It looks like there is a tapered threaded insert in the hole. Was this placed there during installation of the old stabilizer or is this stock?
 
You insert the tapered stud into the tapered hole in the tie rod, torque the castle nut down to approximately 40 ft/lbs; make sure to align the cotter pin hole in the threaded stud with the notches in castle nut.
