So more information. Removed all the O2 sensors and shoved cameras through them. B2 cat is gutted already and B1 cat is pretty clogged. The PO must have gutted just one cat. What an asshat. Going to remove the cats next and cut B1 cat.

The one cat blew out and is plugging your 3rd cat, almost guaranteed.
Either that or it came apart and is clogging up the third cat, which is very possible.
Well I gutted the precats and removed the downstream cat. Jeep runs amazingly better but I have the exact same PTO lem with the O2 sensors. Running around town they stay under 1 volt and perform as they should. Get on the highway and set cruise around 60-65 and in about 3-5 miles the voltage trickles up a little at a time. Picture below is maybe 6-10 miles on the highway. I have a hard time believing a shorted wire can be duplicated to perfectly. Just males little sense to me. O2 sensors have been replaced and cats are gutted with sensors in anti fowlers out of the stream.

Oh yeah the check engine light comes on saying shorted to voltage. Problem is when you take your foot off the accelerator voltages drop to normal. Start driving again and in a few miles voltage starts climbing again
Check gauges? The red one?

Wish there was a way to test the PCM.
Do as @Wranglerfix does and throw it in another similar Jeep and see if it does similar things.
Trick is finding someone close and willing with a 2004 manual.
