Locked their knees?

When standing at attention for an extended period of time "locking your knees" can make you pass out. I've seen it in more than one formation.
Seen people fall forwarded and bust their head open like a grapefruit hitting the pavement as you walk out of the store.

Yep. I actually learned that from an old boss of mine who was an army vet. Apparently, the DI had all the fresh recruits stand at attention in boot until one of them collapsed. "Don't do that!" I myself was taught to NEVER lock my knees in Belly Dance, which means I pretty much never lock them at any time - the habit is ingrained.
 
New Seamen and new Fleet deployed Marines are especially prone to this. You only hold quarters in port, so not a lot of standing in formation. Quarters in port only lasts as long as it takes to count noses and pass off the duty section. 10 - 15 minutes maybe? You're "at ease" most of that.

Change of command at the squadron level and above, now that entails lots of b.s. that squids normally don't do. You can see E-5's fall on their faces. Sometimes a fat E-6. E-3 / E-4 Fleet Marines usually have their shit together by then.

Never had shore duty, so don't know how that works.

I heard somebody started a tradition of drawing straws to select a "designated passer outter" to help move things along in those extended formations- change of command, all hands call, unit personnel inspections, etc.

That's very devious and subversive. I would never do such a thing!
