No fuel to engine

So, body mated to frame and everything is hooked up and ready to go. Time for first start. But wait, no fuel is arriving at the engine! Fuel pump not pumping. Drop fuel tank and apply 12 to fuel pump - it works fine. Fuse appears to be good. Swapped relay with horn relay which works - no change.

Thoughts/suggestions?

The PCM only turns the fuel pump/fuel pump relay on 1.8 seconds when you first turn the key on. So it's not turning on during the initial 1.8 seconds?

Correct. Also, relay is clicking(also swapped with horn relay which is working) - not getting 12v to the fuel pump power line. Gas gauge is working.
