P1489 error code on 2004 4-cylinder wrangler

I have a 2004 wrangler 4 cylinder with roughly 122,000 miles. I have a p1489 (high speed fan relay control circuit) code and I wanted to know if this was an easy fix.

If so, how do I fix it and what parts do I need.

Please help!

Also I had the step code for engine running cold for too long but I already change the thermostat and gasket.
