I have a popping noise when moving the steering wheel slightly back and forth. Would this be the track bar and should I replace the bushing or the whole bar? Something is also creaking on the right side under the floor it sounds like. My tj has 104k miles and has new shocks and steering stabilizer.

Ours also does that . I believe ours is in the steering shaft between the steering gear box and the steering wheel .
There is a needle bearing assembly that supports the steering shaft in the engine compartment along with a steering coupling assembly.

Do a dry steer test and look for movement. Mine is always the track bar when I get that.

No suggestions on what to look for, but I totally misread the title of this thread and was anticipating an entirely different sort of problem.
