Power steering issues during low RPM's

So my wife came home and said the power steering was shot on our 97 TJ Sport 4.0 manual. I didn't see any leaks and checked the fluid level and belt which were fine so I took it for a quick test run. It seems that when the RPM's are low, the power steering is non existent. Rev the RPM's and the problem goes away. Any ideas or is it time for a new pump?

Do you have any aftermarket steering components or upgrades? Particularly big bore (or Durango) steering boxes, ram assist, etc.?

Otherwise it’s probably just the pump. If you’re running factory tires or near factory sizes, a factory replacement pump is fine.

No after market equipment and standard size tires.
It looks like I’ll b e getting a steering pump for Christmas.

Fortunately they're not too expensive. RockAuto carries a good selection. PSC also offers a slightly upgraded aftermarket option (in addition to the high end kits).

I recommend replacing the high and low pressure lines while you're at it, unless they're relatively new. I had to replace a pump in another car. Worked great for a week until the high pressure line sprang a leak and trashed the pump.

Also be very thorough with the bleeding procedure before ever starting the engine. I have had many issues related to poor initial bleeding.
