Rear brake overhaul

Smacked is around, tapped it with rubber mallet (just lightly) - still no-go.
Took everything off and triple checked everything was in the right position. Reassembled- same thing.

Bled the brakes, just Incase it was aired up (I did replace the wheel cylinder), tried ratchet strap around shoes (I’m stupid, I know) with bleeder valve open to collapse the cylinder, still nothing.

I can tap the drum on with a rubber mallet, it’s that close.... thinking that’s not something I should do.

I’m 100% sure everything is installed correctly.
Any ideas?
Tap it on but make sure the studs are lined up with the holes. I'd be surprised if it didn't still take quite a few clicks on the adjuster to drag. To help with that, once the drum is on, set the parking brake and release it to get everything to settle into place. You should see it free up and even slip off pretty easily or more easily than it went on.
