Rear upper adjustable control arm will not line up

2002 TJ 4” lift to 2” in rear. I pulled off the rear upper control arm (which appears to be OEM) and tried to install the new adjustable control arm. The control arm is adjusted all the way tight and it’s off by about 1/4 of a bolt hole. I feel like the axle needs to be moved back. I also feel like that is the only solution to this problem. Need some help.

Tilt the axle back by putting a jack under the pinion end of the diff and raising it up.
