Rocker Arm Install TDC?

Hello everyone,
I have a 98 Wrangler 4.0L, I just placed a rebuild cylinder head on my block so now I am going to be installing the rocker arms.

Does only cylinder 1 need to be at TDC Compression stroke for all the rocker arms to be installed and torqued to 19 ft lbs?

OR

Does each cylinder have to be at TDC Compression, one by one, every time a rocker arm is installed onto another cylinder?

Don't worry about tdc. Just roll it over and tighten down rockers that are on the heel of the cam lobe as you go.if you watch the pushrods you'll see when they are down.make sure they are seated properly in the lifters

Option #2 or you risk bending push rods.

And use thread sealer on the front drivers side head bolt threads that pokes into the coolant!
