I've been looking at the Savvy tail lights but it has options on blinker module, and other parts you would think should come with the kit. You try to order the kit an they don't seem to be included, you add them an then you got two of everything. Have to try again later an see if it's still doing that.
The led flasher is not required for the 97-02 rigs so it has to be optional. Some folks have already put LED's in their blinkers, so not everyone needs it. Some folks don't like the plastic license plate holder so the plate holder needs to be optional. Some folks have their license plate illuminated in the spare tire, so they don't need anything to do that with. It has to be a la carte to fill different needs.

That's not a commercial plate holder, that's just a license plate and frame that was bent with a mallet to follow the contours of the tub. I have my license plate mounted in the same way. Lighting for mine comes from Lite/N Boltz like at https://www.amazon.com/dp/B000E243BG/?tag=wranglerorg-20

It's currently in the body shop for new paint,The way you worded your reply pretty much tells me that yes I would have to drill holes to mount the plate which is out of the question. Why would drilling four small holes be out of the question? Heaven knows the factory drilled hundreds of holes all over our Jeeps when building them. Newer Jeepers always have an aversion to drilling holes but I assure you your Jeep won't mind. If you're worried about rust, just dab a little paint around the holes.
