Should I be concerned about my shocks?

Passenger side rear...driver installed fine...Black Max shock doesn't reach the frame on max extension.

Is this normal? 4" lift. I measured and confirmed their 8525 and 28 shocks should work.

Jack up the axle and bolt it down and let it hang on the shock?

Limit strap?

Yes I know I need adjustable control arms and a track bar...not in the budget but soon.

You are fine. The shock is your droop limiter. The other side of the axle did not droop as much because of the track bar adding some bind.

The shock IS the limit strap at full droop for your TJ. That's OK.
