The only way to get the bulb to turn off is by unsoldering it from the cluster.

Agreed ^^^ as confirmed when my buddy (2003) and I (2005) both replaced PCMs with your new units. Mine didn't have SKIM but buddy's did. He removed the SKIM module while I replaced the PCM (battery disconnected). Since the cluster doesn't have a removable bulb at that location, we separated the cluster's clear plastic face from the gauges assembly, then carefully placed a few strips of black electrical tape on the backside of the gauge panel, thus blocking the illuminated lamp from view. Pushed the "easy button", so to speak...
