Starting issues

My 97 TJ 4.0 engine, will try and start. The starter turns the dash lights all come on , but it will not start. Turn key off wait about 15 seconds then Jeep will start about 4th rotation of starter. My CEL on and giving a #1 cylinder mis fire. Have changed plugs, plug wires, new rotor and distributor cap. No help. Any suggestion?

Fuel pump? Got pressure at the fuel rail?

Have pressure at fuel rail. Checked battery to make sure load wasn’t dropping voltage too low. Everything is checking good. Using Haynes manual. I was thinking of changing the CPS?

You might have a leaky injector on #1, that'll bleed fuel and cause difficult starts and misfires on one. Have you tried to cycle the key a few times before starting to prime the fuel pump?

(checking the fuel pressure like @TJ Jim suggested is a good idea too)

I have not tried turning the key a few times first to prime. I will try that this afternoon. I will look at TJ Jim also about checking fuel pressure. Thank you for the suggestion and I will let you know the outcome

Ok just got home from work. Tried the prime method. Turned key on for a 15 seconds then back off. Then back on for 15 seconds. Then off. Then tried to start the Jeep. It started after about 12 seconds. So I guess now I have to check pump pressure and all injectors to try and find my problems? Am I headed in the right direction? If I have to get new injectors, is there a recommendation?

Just saw another post that said his fuel pump caused a 301 code and the pump fixed his 301 and start issues. Sounds like your going the right direction.
