Surging loss of power

1999 TJ Sahara 2.5 L 5 speed manual transmission
So I'm not exactly sure what's going on here, but whenever I'm driving the jeep I will get a random surge of power loss and the check engine light will flash on only while I am losing power then when everything gets back to normal it will turn off.
It only does it while I'm driving and I'm not exactly sure what the issue is. I thought it was Electric but I recently did the big seven wire upgrade and it is still doing it.
I've noticed so far it does it at speeds as low as 30 mph all the way up to highway speeds. Could it be a sensor?

Check fuel pressure. Better yet, hook the gauge up and stick it someplace you can see it while driving.

Get an ODB reader that can read live data. A cheap $30 Bluetooth ODB dongle and Torque Lite will do this nicely.

So a flashing check engine light is supposed to mean you have a severe engine problem which doesn’t tell you much. So to clarify when you say flashing check engine light do you mean it flashes on for a bit or it comes on and flashes. Hopefully that question makes sense?
If it comes on then goes off there are several things that’ll make it do that. Such as a drop in charge or battery voltage. Or a loss of oil pressure. And there’s probably a few more. For example I was heavy into winching my Jeep and the voltage dropped and I got a quick flash and beep from my dash.

It might be the "Check Gauges" light, I'm not used to the Jeep having both in the amber color, in all my other Jeeps those 2 different lights glow different colors. But when I get that power surge, it lights up and quickly turns off, its not turning on and "Flashing" at me. The last time I drove it I got a very quick surge only once but it was so quick I didn't get to see which light came on. I'll get back out there once this hurricane passes through
