so it’s likely when I took my Jeep in some deep water but I’m having trouble finding where the issue is.

Symptoms

So none of the interior lights work:
Dash
Headunit

The Exterior lights that don’t work:
Tail lights. (Tho, when I press the brake, the brake lights work.)

Lights that do work:
Headlights
Fog lights
Brake lights
Dome lights when I turn them on.

Fuse #1 in the glove box will short any fuse I try to connect it. So if i try to put a 20amp fuse in there it’s frys it right away. I tried it like two times.

It has to be a bad ground right? Can anyone point me in the right direction here?

Probably not a bad ground as that would reduce current through a fuse, not increase it. I'd remove all the lens covers and blow the bulb sockets out with compressed air and see if that helps, take a look at the connectors too.

When that happened to me, it was the trailer hitch harness shorting out on the bumper.

You have a short, either due to water, or chaffed wiring.
