Throttle valve (TV) cable issue

Well my discovery of issues continues with my new to me TJ. This time it’s the TV cable. I noticed it was disconnected from the throttle plate. Reconnected and find that it’s stuck. Tried the adjustment steps outlined in several threads here but it’s stuck. I think I traced it out correctly and it appears that the previous owner covered it with undercoating. They sprayed it on and it has already caused me issues because they didn’t take steps to cover anything just simply sprayed everything in sight. Anyway, here are the pics of what I think is the connection of the TV cable to the transmission. It won’t budge at all. What is connected to the opposite side of this linkage?

It connects to the driver's side of the transmission at the TV lever where it snaps onto the top of it.

Thanks, Jerry. That’s it then and it’s definitely stuck. Lever won’t move. Wonder if a good soaking of Kroil will free it up any?

Something like paint thinner might have better luck than the Kroil.

Got the valve moving, replaced the valve return spring, and reconnected the cable. All I can say is WOW! What a difference in performance. I thought the sluggish shifting was normal and honestly didn’t think too much about it. This thing has got some pep in its step now. Thanks again, Jerry.

How did you get the valve moving? Mine is stuck too and I'm afraid of applying too much pressure.

Did you have to remove the skid plate or just work around it?

Not all have a traditional visible throttle return spring. There is a throttle return spring inside the TJ's throttle body where it's not readily apparent. You can feel it by rotating the throttle lever.

Hi Jerry, mine is a 32RH tranny (98 auto), the throttle lever does not return by itself... I took the picture from another forum but mine looks the same.

Yes, there's no need for one with a manual transmission. It controls shift points depending on the throttle position and, if you step down on the gas pedal hard enough, it'll cause the transmission to downshift into passing gear.
