32RH Throttle Valve Shaft out of Alignment

I recently purchased an 02’ 4.0 TJ Sport Automatic w/ 94k miles. Stock with the exception of a radiator replacement at some point by PO. It shifts late and hard. It had a broken TV cable end at the throttle body which I replaced and then hooked up the transmission end but didn’t have proper range of motion. I believe at some point the cable got caught between the manual shift bracket and the throttle valve bracket and then when PO shifted it, it spun the shaft. I crawled under a similar year/model Jeep and the TV bracket/cable/spring work smoothly in a front to back range whereas mine’s more side to side (shaft spun clockwise about 90deg). Not sure if I should physically persuade the bracket (and shaft) counter clockwise back to the proper position and hook the TV cable and spring back up, or open the wallet and take it to a transmission shop which there are very few here.
