TJ Bumper Hooks

Just bought a new to me TJ. Wondering what is supposed to go on these hooks. It’s not a single loop so I can’t find a D shackle that will work. Also wondering what I could mount on top in these holes. Any ideas appreciated.

Looks like where some type of tow bar attaches, for flat towing.
 
Fair enough. I don’t ever plan to tow, so any ideas on options? Putting the winch hook there now but would like something better than just putting it in the loop. Can’t really find anything for the small holes in the top either.

Coming from a stock to this one has thrown me way off.

If you can find rubber spikes you may meet the pedestrian impact standards, aluminum? Not so much.

If you're looking for something original I think this uses the same holes, not that I would put them back on.

And for the record, that's NOT my bumper or picture. Heck, I didn't even add the arrow.
 
Do you have a buddy with a welder? Unbolt the flat tow brackets and weld all them holes shut. A little grinding, sanding and painting will have it looking like it was never there. There's quite a few options for bolt on D rings out there.
