TJ hardtop wiring

I have a 99 Wrangler 4.0 with the manual transmission. I have a friend with a 98 with the 4.0 and manual also. His Jeep had hardtop wiring in it, and he wasn’t using it so i worked out a trade with him to get it for my Jeep. I had read other posts before tackling the removal of the harness and they all spoke of how the harness also included the tail lights and generally everything from the dash back. When i went to remove the harness from his 98, i noticed that this wasn’t the case. All that this harness has is the hardtop, sound bar, rear sprayer, wiper and defrost switch, and 10 pin connectors. It also had a relay on it, which i have gathered is for the defrosters. My question is, on his Jeep there was a blue/white wire that was cut on a factory 6 plug connector and it was wired into the blue/white wire that was on this hardtop harness, and i can’t find this plug on my 99. I did a continuity check and traced the blue /white wire that was on the hardtop harness back to pin 4 of the relay connector. Is this harness a factory add on or what is going on? Does anyone know if this blue/white wire on pin 4 just needs a 12v supply? None of the lights on the switches are working and I’m assuming it is due to the fact the blue/white wire isn’t attached yet. Let me know if anyone has seen a harness like this before! I have attached pictures of the whole harness, the blue/white wire on the hardtop harness, the relay connector, and also the connector on his 98 that this wire was tapped into( all you can see is strands of copper, i tried removing the wire from the connector and the coating came off).
