What can make the ASD fuse blow?

If you look at the above connector C1 pin 29. that is circuit A209. if you set your dmm to ohms. black lead to a good ground, red lead to pin 29 with connector C102 disconnected, does the meter read O.L.?
 
Man it must be like right in here this little section has the light going crazy

I would open the harness up and start inspecting for broken/open wiring. Also open the plastic section on the back of the valve cover. see it there is anything going on inside3 of it.
Wires down to the intersection there see alright. The tiniest bit of movement up near the connector seems to flip it but wires seem not to be worn through

Ok I put red lead on pin 29 and black on battery negative and it bounced around with numbers. When I put black on the fenders it read O.L.
 
If you have everything connected, ASD in the PDC, but you have connector c102 disconnected, the fuse does not blow correct?

That pretty much tell you the circuit is ok from c1 to c102. if it was shorted to another circuit you would have resistance.
now it you plug c102 back together, does it cause the fuse to blow? if so, you have a short somewhere on the other side of the connector.

Correct when c102 is disconnected the fuse won’t blow. When C1 is disconnected the fuse will also not blow. When c102 and C1 are both plugged in, fuse will blow
 
Your test light is lighting connected to battery positive? I'd focus on the PDC first. Unclip it so you can view the rat's nest that's underneath. This is a common spot for a break or a short. You'll be able to tell which wire goes to the ASD fuse from underneath.

Why the positive terminal and not the negative? Am I supposed to connect my test light black wire to the ground or the hot?

I don't know what your issue is but, assuming you're chasing a short to ground:

You want to connect your test light to battery positive, and touch the pin of the fused battery positive wire that's suspected of being shorted.

If you're still confused think of it like this. What do you need to make a light bulb light? Power in, and a good ground. If a fused 12v wire is popping a fuse, it means that the voltage is making it to ground before it reaches the intended load. If I hook my test light up to battery positive and it lights, that means it's found a ground which is a no-no on a wire that's intended to carry 12 volts and precisely why the fuse is popping.
