If the end of that has a bunch of contacts in it, it was for an ignition interlock/disable aftermarket module.

The socket for it was usually mounted near the right side of the kick panel under the steering wheel. Then follow the wires to the actual control module. If your jeep starts and drives normally, it was probably already bypassed (or tucked out of the way with the other security plug in it). Be careful, all of the wires coming out of the control module are intentionally the same color. Probably.
