if it's not rusted his asking price is great for a RUBI ! I'd offer him 13k but be prepared to have to give him the 14k. but this is only if there's no rust inside the frame. the wave in the skid plate makes me think rust is present !

i'd still go look at it buddy. just go with open eye's it's a great price if it's not too bad especially for PA.
