Where does this plug go?

I just bought a 1999 TJ and fixing it up. I found this plug in that starts in the middle of the wiring harness top firewall and doesn't go anywhere.
It has 3 pins one of them going to +12V. The cable is about 14 inches long. Can someone please tell me where it suppose to plug into?
