Mopar had security in the 90s VATS, SKIM, not sure which. But look for a Ram pcm that hadn't had the security activated at the dealer.

Well drove 2 1/2 hours to get a pcm out of a 98 ram 1500 5.9. Guess what still doing exact same thing. So now I have to go through my wiring again
From RangerRick: You don't want to use a 1997 Ram ECM because 1996 & 1997 RAM trucks used a different type of dash instrument cluster, only 1998+ CCD ECM will run TJ instrument clusters in a 1996-2000 TJ Wranglers properly.
That era of security (VTSS) is built into the PCM itself, and is turned on by the dealer as needed for the options ordered. I've only seen one Grand Cherokee without, and all Dakotas I played with had it. Rams were the only one that had limited activation. There is no skim on my jeep
