$629 for a CARB cert. Still more but much better than 1800. He probably doesn't need to replace the 3rd cat either. It has nothing to do with an efficiency code.
 
This is my pain, I need a CARB compliant third cat as it's been rattling since ownership. When I got my first two cats done I paid 800 for both and the install maybe a little less.... I tried getting the third not too long ago and they quoted me 800 for just the third one. I've been thinking of just gutting the third one but no way am I paying 800 for the third cat.

Take off the 3rd cat and knock out the crap that's rattling. Then reinstall it.

I've had more than a few customers go visit family in less restrictive states, find a decent shop, and save serious $$.

surprised they haven't made El Paso county an emissions county yet.
 
We put CAT cages on all the trucks I build at work. Last weekend someone cut through the fence on our lot and stole 30 cats. They just cut the cage off first.

Not much on video but the police are involved and supposedly have a lead. Pretty sure it was an inside job.

A cage doesnt does anything other than add time to a theft attempt, and if they're out there using power tools making a racket, I dont think time for them is much of a concern.

THE POLICE ARE INVOLVED 🤗 yea if (the people on the video had recently gone to the beach and were well tanned) there at the dunkin doughnuts or waffle house right now discussing how to catch them !!!

My employee who had her cat stolen last night took my advice, and called her insurance company. Other than the deductible (which is $500), the insurance is paying for the repair at a Toyota/Lexus dealership. The bill is almost $2,300.

No difference other than Cali Cats have a CARB number on them. Identical inside.

just which commiefornia converter manufacturers website did you get this from ? did you go to the bottom of the page, they also sell turbos for the 2.5L that is guaranteed to add 90HP and get an extra 25 fuel economy . UNDER NORMAL CONDITIONS OF COARSE !!!!
