Springs and OME Track Bar Bracket

Springs-
I have rough country 2.5" springs that I'm questioning changing. If I measure the rears from the front side they measure 9" which is only 1" of lift but from the rear they measure 10" which is 2" of lift. Which measurement do I use? The fronts measure 14" which is 2" of lift. I'm following the quality budget lift thread and am wondering should I get some new springs or just get spacers for the front to level it? I'm adding the MML and BL as soon as they arrive.
Track Bar-
I received the OME track bar bracket but I have some questions. First off, there is not enough room to drill one of the holes without going through side of the old bracket and on the other hole there won't be enough room for the washer. On top of that, all the hardware that came with it is to short to use the flat washers and lock washers as suggested in the instructions. I also noticed that with my track bar disconnected, if I bounce up and down on the bumper, the track bar still lines up perfectly with the stock locations. Does this mean I don't need the bracket? The axle does not seem out of alignment left to right.

You have 2" of lift front and rear. Spacers are fine to level it. The rear track bar bracket isn't needed, unless the slight shift in the rear bothers you.

I don't see that it's slightly shifted but maybe it's so minimal that I can't tell. Either way, I have money I can get back on a part and put somewhere else it sounds like. Also, not needing springs is a relief because the front spacers are super cheap obviously.
